Added FOCUS-59296 - Parent Absence Requests > Staff Submissions

When the Parent Absence Requests feature is enabled, authorized staff can upload and submit absence documentation directly from the Student Absence Summary.

For absence dates without an existing Parent Absence Request, users with the View/Edit Parent Absence Requests permission can select Add Documentation to create a manual Full Day, Late Arrival, or Leave Early request. Staff can define the reason and attendance code, upload supporting documentation, and enter notes. Requests entered by staff are also included in the Parent Absence Requests report.
