Added FSS-101988 - Add click-through drill-down to the Safety Incident without Referral KPI tile on Discipline Analytics

The "Safety Incident without Referral" tile on the Discipline Analytics page is now clickable and shows a drill-down list of the underlying incidents.

• Clicking the tile opens a table listing each Discipline Incident with no linked Referral, matching the count shown on the tile.
• The table includes the incident ID and school, with a link to view each incident directly.
• This brings the tile in line with the other KPI tiles on the page, which already support this click-to-drill-down behavior.
