Removed FOCUS-60041 - Fix duplicate SSS program permissions created on program save

Duplicate system permissions for the ELL category in SSS User Profile Permissions have been removed, and the underlying cause that allowed duplicates to be introduced has been resolved. Affected environments will now display each ELL system permission only once when filtering by ELL category.
