Added FOCUS-57939 - Communication: Address Messages to Sections and Schools for Staff

Enhances the Communication module by adding new recipient selection options for both administrators and teachers.

Administrators can now send a message to all active students at one or more selected schools by switching the student selector to School mode. Teachers can similarly switch the recipient selector to Section mode to send a message to all students enrolled in one or more class sections.

Recipient lists are generated dynamically when the message is sent, ensuring communications are delivered to students who are actively enrolled or scheduled at that time. If the selected school year has not yet begun, recipients are determined based on students who are active on the first day of the school year. This enhancement simplifies mass communication while ensuring recipient lists remain accurate and up to date.
