Added FOCUS-59172 - Online Enrollments: Contact Details Validation Message Now Dismissible Warning

This branch makes an improvement to the new Online Application workflow. When processing a student through the online application enrollment flow, the contact details validation message now appears as a dismissible warning rather than a blocking error, allowing staff to proceed with saving the enrollment and complete contact information afterward. This behavior applies when the Force Required Details system preference is enabled.
