Added FOCUS-59996 - Assessment Studio: TTS - speed option

Assessment Studio now includes a Text-to-Speech speed setting in assessment and assignment delivery configurations. Administrators can select either Normal or Slow playback, where the Slow option reads content to students at a reduced rate. Existing configurations without a speed selection will default to Normal playback.
