Added FOCUS-57510 - Improved Performance for Time & Attendance Summary Generation in School/Department Payroll Entry

The Assign Time & Attendance summary view in School/Department Payroll Entry now generates significantly faster when processing large data sets. Summary generation has been optimized to run multiple data chunks concurrently rather than sequentially, resulting in noticeably shorter load times -- especially for payroll runs with a high volume of T&A records.
