Added FOCUS-50895 - Survey Teacher Attendance Verification and Completion Report Enhancement (Florida)

This update adds an electronic verification step for Florida survey windows. Teachers and Co-Teachers can now confirm accuracy of their attendance via a correct or incorrect checkbox on the Attendance Verification page; saving removes the portal alert and records the verification in attendance_survey_teacher_verification (staff_id, survey, date). A new menu item, Survey Teacher Attendance Verification Completion, lists teachers with active classes on the last day of the survey window who have not completed the verification, providing clear visibility for follow-up.
