Added FOCUS-51418 - Communication Phone Number Validation and Data Refresh (communication_nxx)

This update strengthens phone number validation in the Communication Platform. A valid number must now be 10 digits with an area code and exchange number found in the updated communication_nxx table. Numbers where the last seven digits are all zeros (e.g., 7270000000) are rejected.

The communication_nxx table has been updated through a migration that clears existing entries and repopulates with valid U.S. data only, excluding area codes outside the U.S. It now includes a new subscriber number column and a state_code column to track the state associated with each exchange. Data is inserted in batches of 10,000 to ensure stability during migration.

These changes ensure that invalid or placeholder phone numbers are filtered out, improving message delivery reliability across the platform.
